The committee that was formed to deal with the No Smoking ordinance has finalized a draft of the ordinance that will be on the agenda for our Tuesday, March 21st, 2006, meeting. We scheduled that date for the last public hearing and will most likely vote on the issue then. The committee itself consisted of myself, Aldermen Matt Cox, Alderman Sumner Davis, two representatives of the Restuarant Association, two representatives of Breathe Free Starkville, and a representative of the Student Association.
A copy of the ordinance can be downloaded here.

Speaking of Smoking Alderman, I like to get your opinion of raising cigarette taxes in Mississippi $1.00 a pack and phasing out the 7% tax on groceries proposed by Amy Tuck. I think challenging Barbour in this manner is courageous and exciting. I think she should run for Governor. Your thoughts sir?

First, i'm a jazz lover too and was in a jazz ensemble for two years.
Second, I think that we missed a chance to eliminate an unnessecary tax. You'd think that those things which are required to live wouldn't be taxed, such as air and food, but apparently there are some who still want to tax nessessities. A big thumbs down also goes to the Mississippi Municipal League who, even with MS legislators willing to work on the bill to make sure MS cities don't lose tax revenue, still opposed the bill. Rumor is Barbour "talked" to them.

There's a lot that went behind this ordinance. The question of business ownership was perhaps the hardest one to answer. If it hadn't been such a health issue I don't think it would have gotten this far, but I did find myself viewing it as an issue of regulating indoor air quality much like food quality itself is regulated. Once we removed the 20 ft. restriction some business owners I talked to felt a lot more comfortable with the ordinance, since many of them have outdoor areas.
